Mountain Water and Sanitation District has developed rules and regulations regarding water and sewer operations, including usage, connecting to and disconnecting from the system. A comprehensive booklet containing all district rules and regulations is available for inspection in the district office, 12365 Highway 285. Key Policies Include
Outside watering:
Outside watering is prohibited in Kings Valley by water court ruling. The decree issued in 1983 by Colorado District Court, Water Division, granting MWSD water rights, states, "The District shall enact and enforce rules and regulations prohibiting outside irrigation, street cleaning and car washing. Said rules and regulations may not be modified without prior approval of this Court." Garden hoses connected to hose spigots are not permitted.

Service line maintenance:
The property owner is responsible for maintaining water and sewer lines, and appurtenances, in good repair. This includes the valve boxes and inside water meter and remote meter.

Inspection of property:
The district has the right to enter the property or structure served by the district for meter inspection, emergency service or other good cause related to District operations. Good cause, includes, for example, routine monthly outside meter reading, inspection of curb stop valves, and routine inspection of meter accuracy inside homes.

Prohibition on discharges:
No person shall discharge to the public sewers pollutants or toxic materials, including:
  • Any gasoline, benzene, naphtha, fuel oil or other flammable or explosive liquid, solid or gas.
  • Any waters containing toxic or poisonous solids, liquids or gases.
  • Water or waste containing corrosive properties.
  • Solid or viscous substances that could cause obstruction to the flow of sewers.
  • Paint or stain products of any quantity other than from cleaning of brushes.
